Abstract:
The Turkish economy is facing many problems in early 1990s. Especially State Economic Enterprises place a heavy burden on the economy and play an important role in these problems. In order to increase the efficiency,productivity and flexibility of these enterprises many measures were taken in the Turkish economy. Eventually privatization has attemped to apply in Turkey like the other countries which suffered from the same problems. Privatization could not be applied satisfactorily due to some problems such as lack of capital accumulation, unrealistic assession of State Economic Enterprises. In this thesis a new method is proposed and it is claimed that there will be a profit boom following the application of the new method to the State Economic Enterprises.The high profit of the State Economic Enterprises will faciliate the external debt payments. On the other hand public sector will benefit from the high tax revenues which will reduce in return budget deficit and domestic borrowing requirement. The above mentioned assumptions led the study to test whether the new proposed method can be an alternative way or not to increase the efficiency,productivity and profitability of State Economic Enterprises.
