dc.description.abstract Much of the content on the Web is not accessible to a large portion of the global population due to barriers such as language, literacy levels, physical impairments, expertise, etc. Attempts to make content more accessible are made by those who translate or otherwise transform material for wider consumption. However, such e orts are often limited to a particular collections (i.e.Wikipedia) or by people who make it a point to create alternatives via blogs and web sites. There is need for a framework that supports the speci cation of providing alternative narrations (renarrations) in a form that is processable so that they can be located and otherwise utilized. In this thesis we propose a framework for a crowdsourced approach to renarrating Web documents. This framework aims to support the creation of relations between Web resource elements. A renarration ontology is created for supporting this framework. Furthermore, it utilizes renarrations with external resources establishing relations among existing resources. Establishing relations has the potential of increasing the utility for further accessibility. A prototype for proof of concept has been built.
